The invited former Majestic echelon “guests” and members of (The New Group) are escorted under close guard to the room by S. Ortiz and B. Stansfield, “Brent,” “Sentry,” “2Opp,” “Bennie,” “Ravens” 1-3, “Gazo,” and “Springy.” They are seated. S. Ortiz, B. Stansfield, "Brent" and “Sentry” depart the room, leaving guards inside and outside the door.
11:48h Z:
Drs. Burisch and McDowell are escorted to the room by S. Ortiz, B. Stansfield, “Brent” and “Sentry”. They informally greet the seated members. Dr. Burisch says to them, “You look a bit tired?” and walks by them. Dr. McDowell is wearing all black with sunglasses, and Dr. Burisch is wearing pink medical scrubs. Members yell to Dr. Burisch: "Pinky and the Brain!"
(laughter)
Dr. Burisch:
"Hey? (holding his fist up in mock aggression) I look nothing like him!"
(laughter)
The assistants set up the lectern, speech prompter, powerpoint presentation and lighting adjustments.

Dr. Stan Goldstein, former Senior Operative, addresses the small audience, then introduces Dr. McDowell to the lectern.
(ovation, grunts, loud screaming, and stomping from the Senior Operatives)
12:00h Z:
S. Ortiz stands and commands the former Operatives of Majestic to be quiet:
“Okay, okay, stand silent! Guard the Door! Guard the Echelon Sons-a-B’tches!”
12:01h Z:
Dr. McDowell speaks:
“Hi, everyone! You know, it seems just like yesterday that we all from Maj gathered in May, 2006 following those hard final orders of October, 2005. Unfortunately, not all of us who were there, are here today. Let’s please rise and observe a moment of silence in their honor and memory."
(Everyone in attendance rises and stands quietly for about 30 seconds.)
S. Ortiz says:
“They’re the heroes!”
(The room erupts in loud cheers and mean warlike grunts.)
B. Stansfield says:
“Okay, that’s enough! Let Marci speak. Please!"
Dr. McDowell:
“We embarked that day to Dan’s words that we were ‘facing the greatest foe since the time of antiquity!’ Yes, we have!"
S. Ortiz angrily yells:
“Yes, we have!”
(The Senior Operatives again erupt in loud war chants.)
Dr. Burisch rises, holds his arms out to his sides and yells:
“Enough! Look, the longer you interrupt, the longer until we reach lunch and a beer! And I’m buying! These men down front seem a bit under the weather at the moment, so let’s get through this for them!”
(“for them” said very sarcastically)
(Loud Laughter, then the room quiets)
Dr. McDowell says:
“That got their attention!”
(more Laughter, Dr. Burisch shrugged his shoulders toward Dr. McDowell, she laughed, then more Laughter, then the room went silent)
Dr. Burisch says:
“What? You mean you didn’t request to watch the T2 videos even once since we knew? I know you didn’t, you never requested them because when the Orion Quantum Cube disappeared, about 4 ago, so did all the data from Alice’s glasses which may give you a date! You are myopic and cowards!”
(preceding two sentences said very angrily, Dr. Burisch pointing his right index finger at the New Group and former Echelon Maj)
S. Ortiz angrily yells at the echelon while raising his right fist at them:
“If the waters came, you came here to die with us you lousy Mother f’kers!”
Dr. Burisch:
“The men and women sitting at the back of this room, who are responsible for the removal of the material, rise please so we can congratulate you!”
(5 men and 3 ladies rise and most all the echelon members turn to see them, applause from the former Maj members, then they sit down)
Dr. Burisch:
“We found out since then that it wouldn’t really have helped you, but we thought it was a nice addition to our plans! Those men and women delivered all the video data from T2 to our care, we have copied it, and it is now enroute, this hour, back to the Archive.”
(Senior Operatives erupt in loud warlike grunts for around 3 seconds)
Dr. Burisch:
"Marcia?”
Dr. McDowell says:
“But, listen to me, we’re not the ones who have suffered the most! None of you rich b'stards suffered either! You can’t conceive what people have gone through! The countless, unnamed individuals who have watched us, wondering what to do.”
S. Ortiz says:
“What’s wrong with you, _______. “Dan Dan” made sure your windows would open. You could have left!”
(The people he was addressing were staying between 15-24 floors up in a hotel. When they met at their rooms at 9pm Friday night, they were going to look for a note they expected to give them the time and location for a late night coffee with Dan. They expected to find it under their doors. Instead it was on their room desks, and it contained the decode date and time. Two former Maj security guards were inside each room, to "help" them and 'attend to their needs'. ;D The New Group member’s guards were already allied to this team’s operation. All living former echelon members of Majestic were tracked and closely followed since Wednesday, March 25, under an operation called “ORPU” or “Operation Responsible Pay Up”. None of them would have been allowed to leave known inundation zones. The large massing of agents in Las Vegas, for the “War for Everything” an unrelated subject, was an initial move -- a ruse to be seen by the echelon of the former and New Group’s people to make them think that those loyal to the truth were all busy, then most were quietly redeployed to watch the echelon.)
Dr. Burisch says:
“Marcia, please continue.”
Dr. McDowell says:
“So, everyone, including you men who began hiding, we began that simple Unity Flyer Program, while “Tell the World” was being produced. We did this so we would meet or exceed that preset Looking Glass quota, at the rate now displayed on the screen. We accomplished the first goal, by September, 2006 and given the expected rate of information spread, the last number, above right, by the end of 2008. We actually surpassed that number by the middle of 2008, due to the other events that drew attention to Dan and myself. But that simple flyer remains the embodiment of what “Tell the World” means! Tell the world that we, as the human species, have reached the moment of decision – that moment of bifurcation – the moment of collective truth – the time of the Cycles Cross! Tell the world that now is the time, now is the moment, when we must focus upon the Unity of our species, and all the fragile life, here and beyond the earth! We shall survive the time of the Cycles Cross, the time of the predicted Catastrophe of Fulcanelli, and humanity has chosen to refuse the path that would lead to schism; we have refused to perish through brokenness! We are destined as children of the stars!”
(angry chants and loud cheers, then the room calmed itself)
Dr. McDowell:
“That is what “Tell the World” has always meant, and thank goodness that those few who didn’t get it were outweighed by the masses of people who did. This day belongs to them!”
(loud applause by the room)
Dr. McDowell:
“This meeting was called by Dan for 12:00 Universal time for a reason! You were the first to hear, after me and a few of our close associates, now the other members, then the public. On Friday, March 13, during the evening at 7:04pm, Dan was paging through the J-Rod’s, Chi’el’ah’s, Shadow Language download information which Dan and I have been so careful to keep from everyone, even the echelon of the adjourned Majestic and the members of (The New Group).”
(laughter)
Dr. McDowell:
“The page he was looking at was one from August 1, 1995. I have had him translating a number of pages, off and on for the last 4 years but I really had him cranking up the heat for the last two weeks. That decision panned out, and quickly, when he found a specific quotation, listed only one other time, 3 years later, on September 8, 1998. A decode date was in that quotation. Four other references to that decode date, listing it, have been found in Dan’s diaries, June 8, 1995, July 30, 1995, February 21, 1997, and December 2, 1997. All transliterated quotes are now displayed on the screen. At this time I would like to have Dan reveal the information to you all. Dan?”
(Dr. Burisch rises and nods to Fran Ortiz to start his first presentation image.) (silence in the room)
Dr. Burisch says:
“Well, first may I thank the esteemed echelon from the former Consistory of the Majestic: _______, _______, _______, and _______; and those from (The New Group): _______ and _______, for being here this day, to hear what we have been so diligently keeping from you all, ever since 1994. We trust your accommodations were comfortable?”
(said very sarcastically)
S. Ortiz rises and says:
“Forget all that sh’t! Tell us all when we died!”
(room erupts in laughter and sporadic applause)
Dr. Burisch:
“Well, let me check my watch.”
(he looked at his watch, more laughter)
“The time now indicates that it happened about, well, several minutes ago!”
(Loud screams, stomping and war chants)
________ from (The New Group) raised his arms and hands to his head and said:
“Why didn’t you tell us earlier, why like this?”
Dr. Burisch (over loud screaming, whistling, and grunting from the Maj Senior Operatives):
“You didn’t deserve to know! There was no way to inform the masses in such a short time, and if we had, what would that have caused? But you wanted to know? The only way this could have been done would to have caused mass panic and fear, instead of instilling confidence and faith. That’s the exact opposite of what all the data showed we must do! Plus, there was no way to get your scrawny a**es out of your coward’s chairs and do the right thing anyway! So we were your proxies and we did the right thing! So we had to do it for you! You rotten b’stards! You take that back to the numbers!"
(yelled very angrily, I hear a crying shake in his voice, Dr. Burisch was waving his right fist at the echelon members from Maj and The New Group)
Dr. Burisch:
"And you would have done exactly what in 15 days? So we brought you here, a point of the inundation, for you and you (pointing to 2 members of (The New Group)) and you four (pointing to the former Maj elite) to pay the price with everyone else! You could have done little for the population, you know, to save the masses, and wouldn’t have known what to do if you wished to! No! You would have run away! To try to save yourselves!”
________ from the Former Maj elite rose to his feet and said:
“Don’t include me there. I would not have run! What would have happened to the rest of us?”
Dr. Burisch:
“Well, I accept you on your word, sir. What else can I do? They would have drowned like the rats they are, drowned just like us.”
S. Ortiz:
“So now that we’re dead, can we have that beer? And kick these ruthless a**holes out of here?”
(laughter and whistles)
Dr. Burisch:
“In a bit. (laughing) Due to the extreme volume of the information, I can only go through it so fast. Due to our lack of trust in the former Majestic Echelon, and even deeper suspicions about (The New Group), we have not revealed the majority of what we now know, items apart from the contents of today’s information! Put simply, in this room, the transliteration of the first quote which I found March 13th, from Chi’el’ah, written in my diary on August 1st 1995 and September 8th 1998, read:
“Beenie, record we minus to stars home star of ancients joined brethren ert. See. Waters cover half 24 Nsn6 72/24 ing universa ante end Marse 5769 Nsn3. Joined no more see. Time ancients must decide joining.”
This basically translated:
‘Owing to sidereal and solar days, the conjoined people of earth saw the oceans overflow at about Noon at Universal Time on March 28, 2009. The joined resonance was no further seen by us.’ (We separated as a species.) ‘We have the ability to decide to remain together.’
The Shadowgrams are compared with the upper transliteration, thus.”
(Dr. Burisch uses a laser pen to trace the comparisons.)
Dr. Burisch:
“We first thought, before the correlative time travel data was found in the diaries, that we were dealing with a traditional date. Noon? That was too reminiscent of myths, legends, and lore, which, ah, speak to ‘the dark of the night,’ ‘at the time of sunrise or sunset.’ Look, we humans have weaved time markers into our ancient accounts, so why would this have been any different? Why would we not even be more suspicious, because of the great time which passed. We must keep this in context: all these reports from Chi’el’ah, about T2, are reports which were either carried down to him from his people’s past, our relative present, or through time travel into their history near, but only near, the point of T2. We have recovered the circumstances of the first quotation, as it was done in the Shadow Language from the 1994 encounter at S4 4-5. The one where I stumbled backwards while in the clean sphere?"
(laughter)
"Yeah, I know! (laughing) The second and repeated quote was a diary entry following my waking up from a nightmare about the same encounter. I rewrote it as I saw it. The remaining four you saw in Marcia’s statement were directly linked to near time, pre and post catastrophe travel by both the J-Rods and Orions. 3 from the J-Rods, 50’s, and 1 from the Orions, 50’s.”
(“50’s” refer to P+52,000 years)
Dr. Burisch:
“The information has since been correlated to the Orion Quantum Cube’s information and also from the Looking Glass data. The hi-resolution maps, now displayed on the screen, compare same timeframes under the one T2 scenario with 2 known reverb variants, variant one on the left, two on the right.”
(Dr. Burisch slowly used a laser pen to trace dozens and dozens of comparisons on the maps, sometimes flipping back and forth between Looking Glass and Orion Cube maps. I did the best I could with this part of it in the transcript.)
“Glass: Moscow. Cube: Moscow. Glass: Anchorage. Cube: Anchorage. Glass: Berlin. Cube: Berlin. See the disparities? Glass: Denver. Cube: Denver. See again? Glass: Minneapolis. Cube: Minneapolis. Glass: Sydney. Cube: Sydney. Look here. Glass: Beijing. Cube: Beijing. Glass: Zurich. Cube: Zurich. Glass: Delhi. Cube: Delhi. Glass: Toronto. Cube: Toronto. Here. Glass: Agadez. Cube: Agadez. Glass: Kisangani. Cube: Kisangani. We have about 70 more ready but they all show such differences, so to announce ‘em, even given your, (pointing to the echelon members, and breathed out) cowards under fire, your behavior, the release of the maps would have possibly caused more deaths had it happened minutes ago! So, we decided, to trust humanity and trust God. But, not trust you! (looking at the echelon members) Does the group need more? (a few shouts of “No!”) The only data, from the Looking Glass and from the Orion Cube, when accessing the T2 calamity, are mixed up because they have begun to wobble, as probabilities, away from what actually has happened. A movement away from T2, to a variant of Timeline 1, and after the Third Rail..”
(broken off by loud stomping, screaming, and chants by the Seniors)
Dr. Burisch:
“Thank you! (smiles, laughs), but we must first remember the fallen. After the Third Rail, we are now on an unknown path. That path to the stars Marcia referred to! For those who may hear parts of this, that is also why we have refused and will continue to refuse and if necessary obstruct..”
(broken off by loud stomping and chants from the Seniors)
“Yes, obstruct the release of these useless maps to the public! Which one is accurate, which kind? The answer is none of them! We would panic and harm people with them! That is not our role in all this! The answer is that our faith, the faith of the millions worldwide who focused on Unity for Humanity have likely just justified the non-catastrophic timeline we are now on!"
(Incident occurs with one of the New Group’s echelon, ______. He stands and walks toward Dr. McDowell yelling angrily that she betrayed them and Majestic. He is directed (now at ___point) to be seated by S. Ortiz and B. Stansfield, as Dr. Burisch also moves toward him “pointing.” (we didn’t know he had that on him?) The member reseats himself without further incident. The Seniors all leave their seats and really fast walk down the 2 aisles and form a row in front of Dr. McDowell and Dr. Burisch, between them and the echelon guests. The member who reseated himself yells at Dr. Burisch, “So why didn’t you do it?” Dr. Burisch walks between two Senior members and toward the reseated member and replies, “You didn’t reach out.” They stare at each other for a moment, and the member nods at Dr. Burisch. Dr. Burisch walks back over to the lectern and motions for the Seniors to return to their seats.)
Dr. Burisch:
“So, this is all quite simple isn’t it? Well, maybe not as simple as it seems, but the stars are all in their places, and the course of the planets remains unaltered. And at least, the oceans still cover the fountains of the deep. This does mean we believe we are victorious!"
(broken off by loud cheers and grunting)
Dr. Burisch:
“But it doesn’t mean that our stewardship can stop! In fact, just the opposite!”
Dr. McDowell:
“That was interesting? (looking at the reseated member who yelled at her and approached her) No, like Dan said, our efforts cannot stop! The Unity Flyer campaign must continue because even though this was the “best” date the Travelers had. It was still separated from their physical timeline by about 52,000 years. We barely have records from 2,000 years ago, let alone trying to pinpoint the accuracy of an expanse of 26 times that! We trust the information given to Dan, because of the cross referencing of that information to the probabilities from the Looking Glass and Orion Cube. We were certain enough that we had diverted from the catastrophe timeline, and that we had fulfilled the right thing, a positive focus, that Dan decided to, the way he said it, “gut it out.” And the events, which have really happened. They helped to confirm the moving away from the catastrophe. Now that events have begun spinning off into the unknown, our stewardship is ever more important! The positive people who have responded in the public need to know, they have a right to know, that their actions of visualization, of positive mind, were probably the real actions, which saved us all! It wasn’t us.”
(yells from the group, “No!” “Credit where credit’s due!” “They are heroes!”)
Dr. Burisch (loudly):
“They! We the people!”
(yells from the group in synch, “Batman! Batman! Batman! Booyah! Booyah! Booyah!” Dr. Burisch smiles and shakes his head. And then he looks back up and smiles at the group. Yells from the group in synch start, “Binah! Binah! Binah! Hoowah! Hoowah! Hoowah!” Dr. McDowell smiles. Dr. Burisch then starts pushing them on with in synch shakes of his right fist in the air. The group continues chanting, stomping their feet and hitting the fronts of the back rests of the chairs in front of them. They start standing shaking their fists and chanting, “Marci! Marci! Marci! Booyah! Booyah! Booyah!”)
Dr. McDowell:
“Thank you!”
(Stan hugs Marci.)
Dr. Burisch (to the echelon guests):
“You’re excused! Your materials are in the brown envelope on this podium. Leave.”
(group starts chanting “bye bye bye!” at the echelon as they rise and one picks up the envelope)
S. Ortiz:
“Now?”
Dr. McDowell:
“Yes, now. Time for that beer. This meeting is concluded.”
(echelon leave first, alone, to laughter from the group)
Dr. Burisch:
"Okay, let's get out of here!"

I read these books when I was 14 years old. There were a number of passages that brought me to my knees - books have that power to open my eyes.
But there was one passage in particular that had me crying so hard that I had to stop reading and it took me a long time to start again."No one answered. The noon-bell rang. Still no one spoke. Frodo glanced at all the faces, but they were not turned to him. All of the Council sat with downcast eyes, as if in deep thought. A great dread fell on him, as if he was awaiting the pronouncement of some doom he had long foreseen and had vainly hoped might after all never be spoken. An overwhelming longing to rest and remain at peace by Bilbo's side in Rivendell filled all his heart. At last with an effort he spoke, and wondered to hear his own words, as if some other will was using his small voice.
'I will take the ring,' he said, 'though I do not know the way.' " J.R.R. Tolkien, Book Two - The Ring Goes South, from "The Fellowship of the Ring" Many years have passed since that first reading. I have reread "The Lord of the Rings" trilogy more times than I care to admit to. And each time I came to that passage I broke down.
Then I found a link to a story - about two people who were shouldering a task that others refused to accept for various reasons.
It hasn't been easy - yet they continue onward.
I realized after reading an interview transcript that this is why that one passage resonated so strongly.
So, with tears streaming down my face, I humbly add my thanks and prayers to all who have been touched by you. You accepted a task filled with unknowns down a path fraught with pain and yet still remind us that the message is Unity and Love for All.

Okay...
Since the planet Earth has pretty much been claimed by just about every country, I have decided to claim the Martian moon, Phobos.
It's a pretty snazzy place. I'll need to do something about the orbital degradation due to tidal forces - but I've got 11,000,000 years before that's at a critical point.
Now I know that Russia has sent two missions, Phobos 1 (lost en route to Mars) and Phobos 2 (returned some data and images before failing prior to its detailed examination of the moon), and are planning a third sample return mission in 2009, called Phobos-Grunt, along with with contributions from China (surveying satellite called "Yinghuo-1" that will be released in the orbit of Mars, and a soil grinding and sieving system for the scientific payload of the Phobos lander). Even the UK is getting into the act with Astrium (also a sample return mission). Fine...but you will just have to clear it with me.
I'm filing my claim on Monday, so please direct all future correspondence and proposals to my agent, Alfred E. Newman C/O Mad Magazine.
All royalties and monies will be contributed to the people of Earth who need it to live within your foolish dictates.
Oh, and by the way, I am renaming it to "Moony Tunes".

Eagles Disobey has received many letters asking what Drs. Burisch and McDowell are doing at this moment in time?
Dr. McDowell is sleeping. (It's well deserved.) After a meeting between Dr. Burisch, Dr. McDowell, and their Legal Agent, Dr. Burisch returned to the party with the Senior Men of the Eagles Team and many former Senior Male Operatives from Majestic. The party is expected to go through the night.
We have been asked about a certain "Ball" which Majestic gave to Drs. Burisch and McDowell for the "tracing of the ages" - to be completed in 2012?
They still have it, somewhere.
On Wednesday night, March 25, 2009, a secret vote was held by Drs. Burisch and McDowell with the former Senior Operatives from the adjourned Majestic. Given the nature of the imminent Cycles Cross (03/28/09), and his authority listed in the Tau IX-6 as the former H-1-Maj, Dr. Burisch could make "..determinative decisions regarding matters of protocol." The first decision was to call and propose a vote. The second decision was to accept the results of the vote and act upon them.
Drs. Burisch and McDowell's previous protocol was to retrace the symbolic pentagram in Washington DC, USA, on or before December 21, 2012. They both carefully analyzed the request and determined, many months ago, that to follow the instructions, as written, would be to trace an "inverted" pentagram, using that irreplaceable ball symbol. Both Drs. Burisch and McDowell found that protocol unacceptable and then secretly sent the "ball" to an ancient religious order, known as "The Sisterhood of Fulcanelli", to be kept for a time.
For awhile, Drs. Burisch and McDowell were secretly considering retracing the pentagram, but in an upward pointing way, and delivering the ball to the opposite location from where they were told to do so. This, however, would ultimately place the ball back in the hands of the people they received it from.
On Wednesday evening, it was decided that Drs. Burisch and McDowell should "..dispose of the ball in a manner of their choosing, in 2012."
They have accepted the decision of the retired Senior Operatives of the Consistory of the Majestic.
Sometime in 2012, Drs. Burisch and McDowell intend to make the public a near realtime live witness to the disposal of this relic of the UFO coverup, and showing it to you, forever dashing the hopes of the Echelon to maintain symbolic control, as Dan and Marci shake their fists for "We the People!" in the faces of the so called "elite" - the trash who have struggled to continue the enslavement of humanity!
(The ball is presently somewhere in the hands of those people who can be trusted, and if anything should happen to Drs. Burisch and McDowell in the interim, there is a long line of us "peasants" who are all prepared to stick it to the elite scum!)

Alaska volcano continues to rumble Ash expected to miss Anchorage; drivers replace car air filtersMSNBC updated 8:47 p.m. ET, Sat., March. 28, 2009www.msnbc.msn.com/id/29915565/?gt1=43001EAGLE RIVER, Alaska - Alaska's Mount Redoubt continued to erupt Saturday, sending one ash plume 50,000 feet into the air. The Alaska Volcano Observatory in Anchorage said the volcano had a significant eruption at 1:20 a.m. local time Saturday and a less powerful eruption at 2 p.m. local time. The ash is expected to move north toward the Alaska Range, missing Anchorage, which is about 100 miles from the volcano. After the first eruption, the observatory detected strong seismic activity lasting 20 minutes or more followed by an hours-long low-level tremor. "The vent has kind of opened up and there are gasses and venting occurring. That is likely producing the tremor," said Chris Waythomas, a geologist at the observatory. "There is likely a lot of water vapor, which turns to ice, which gives the plumes this whitish appearance, but there is still a lot of ash in there," he said. Alaska Airlines, the state's largest carrier, canceled eight flights early Saturday, but since then operations had been fairly normal, spokesman Paul McElroy said. The airline has canceled more than 150 flights affecting an estimated 10,000 passengers since the volcanic eruptions began last Sunday. Ash can cause engines to stall. Since the series of eruptions began Sunday night, the volcano has had about a dozen bursts. The last time the volcano erupted was during a four-month period in 1989-90. Two mudflows produced by the volcano Friday were moving down a slough and tributary toward the Drift River Terminal, where 6.2 million gallons of oil is stored, said Chris Waythomas, a geologist with the Alaska Volcano Observatory. A concrete-reinforced dike is holding the mud back and protecting the terminal's oil storage tanks from damage. The Coast Guard said the plan was to keep the oil in the tanks instead of draining it. "The oil is safe where it is at right now," said Coast Guard Cmdr. Joseph Losciuto. Falling ashCloser to Anchorage, the concern Friday was ash, a fear that proved mostly unfounded. There were no immediate reports of ash falling in the city. Airborne volcanic ash, even in relatively small amounts, can damage airplane and automobile engines. Because of the eruptions, Alaska Airlines, the state's largest carrier, said there were limited flights in and out of Anchorage. Cissy Matson, manager for the NAPA Auto Parts store in suburban Eagle River, said dozens of people had come in Thursday asking about air filters. Early Friday morning, Matson was outside the store giving Becki Ezzell a quick lesson on where to put the new air filter she was buying for her 20-year-old daughter's car. "I know that ash chokes off the air to the engine and it just stops. That would be very scary for her," Ezzell said. Ezzell had another worry, too: The eruption had stranded her husband at the Minneapolis airport. "They were just getting on the plane and it blew," Ezzell said. "He thought he was on his way home." Still, Ezzell, who has lived in Alaska since 1969, said she's seen far worse when it comes to volcanoes exploding and spewing ash. "I'm not going to make a big to-do about a little ash," she said.

Organizers initially worried enthusiasm this year would wane with the world focused on the global economic crisis, said Earth Hour executive director Andy Ridley. But he said it apparently had the opposite effect. "Earth Hour has always been a positive campaign; it's always around street parties, not street protests, it's the idea of hope, not despair. U.S. eases its stance on global stimulus Administration moves to dispel conflict in Europe ahead of G20 summit MSNBC updated 5:43 a.m. ET, Sun., March. 29, 2009www.msnbc.msn.com/id/29940957/LONDON - The Obama administration on Saturday moved to quell a public war of words with European leaders over the need to boost government spending to combat the financial crisis, making clear it has no desire to dictate spending targets for other countries. The diplomatic effort comes as President Obama prepares to make his first trip across the Atlantic this week for a series of meetings, including Thursday's economic summit in London. In recent days, European leaders have sharply criticized the United States, which they said was pushing them for more global stimulus. The summit, which will bring together heads of state from more than 20 nations, inspired tens of thousands of protesters to take the streets of European capitals Saturday to voice distress over economic issues. U.S. and European officials say nations are set to agree on a number of sweeping measures, including a broad overhaul of global financial regulations and an expanded role for the International Monetary Fund. At odds philosophicallyBut Europe and the United States, while set to agree on doing "whatever is necessary" to revive the economy, appear at odds philosophically over how much more government spending is necessary to jump-start the economy, now poised for the first global recession since World War II. The administration had earlier backed a proposal for nations to spend 2 percent of the value of their economies on stimulus efforts. But officials in Europe have countered that enough public funds have been spent, with Czech Prime Minister Mirek Topolanek, whose country holds the rotating presidency of the European Union, last week describing U.S.-style stimulus spending as "the road to hell." U.S. officials on Saturday dismissed any notion of a rift, adding that they had never endorsed specific spending targets for other nations, despite the perception among some European leaders. They said Obama had spoken to many leaders via video conference ahead of the summit and they were in broad agreement on a range of issues. "Nobody is asking any country to come to London to commit to do more right now" on stimulus, said Michael Froman, deputy national security adviser for international economic affairs. Instead, he said, countries are likely to endorse a more general pledge. Although most European nations have launched fiscal spending programs, nearly all have fallen shy of U.S. targets. Froman's comments appeared to reflect a recognition that the White House simply may not be able to persuade its European counterparts, particularly Germany and France, to open their wallets again -- suggesting that the summit's main achievements are likely to come elsewhere. Financial system reformNations, for instance, are set to agree on reforms to the global financial system. There is a growing consensus, officials say, for reforms laid out by Treasury Secretary Timothy F. Geithner last week that would, among other things, impose new regulations on hedge funds. Nations are also set to create codes of conduct for offshore tax havens. The push toward establishing those codes this week led nations including Switzerland to pledge changes to their banking secrecy laws to avoid being blacklisted by others in the Group of 20. Administration officials said nations are also set to agree on coordinated oversight of the global financial sector, bringing regulators from major countries together to consult about the risk level of the world's 25 largest banks. "This kind of coordination is a real achievement," a European diplomatic source said. "If you think it is easy to get 20 countries to agree to such changes, you are wrong." Leaders will also seek to bolster and, to some measure, reinvent the International Monetary Fund, an institution established at the end of World War II to help ensure the stability of the global economy and monetary systems. The IMF's finances have been harshly tested in recent months as nations in Eastern Europe and other emerging markets have fallen into crisis. The United States is pressing for a massive cash injection to help the IMF cope, calling on nations to almost triple the agency's resources to $750 billion. The Europeans are calling for a more modest increase to $500 billion. Change in store for IMFThe IMF, long criticized as a club for rich countries, is also set for a dramatic change as developing nations exert greater influence at the fund. For the first time, sources said, emerging giants China, Brazil, Russia, India and Mexico are planning major financial contributions, which in turn would grant them more say in how the IMF conducts business. China is ready to produce the biggest gift, pledging an estimated $50 billion. The United States will also press for a review of regional development agencies, such as the Inter-American Development Bank and Asian Development Bank, to ensure they are spending money wisely. An increase in the money available to them is also being considered. Geithner is set to deliver a keynote speech on the issue in Medellin, Colombia, on Sunday before arriving in London along with Obama this week. "We need to assess how successful they are in addressing the needs of the poorest members of these institutions," a Treasury official said. Yet the danger, some observers said, is that the agreed-upon language at the summit will be so watered down as to be meaningless in the face of the massive economic crisis that requires fast and concrete action. Steven Schrage, an international business expert with the Center for Strategic and International Studies, * said the U.S. decision to back away from a fight over stimulus means that the world is ratcheting back its expectations for the summit. "There's a real risk of a disconnect between the level of the challenges we have to confront and what we're going to be able to achieve through a one-day conference," Schrage said, "especially with a new administration that's only been several weeks in office." * The current president and CEO of CSIS is John Hamre, former Deputy Secretary of Defense. It’s not that Pace has anything against the organisms themselves. The microbiologist and RNA scientist from the University of Colorado at Boulder has made a career of studying microorganisms. It’s the term prokaryote that he doesn’t like. At the American Association for the Advancement of Science meeting in February, he said he wants to see the word abolished. Prokaryotes are unicellular organisms, including bacteria and archaea, that don’t encase their DNA in a nucleus and do not contain membrane-bound organelles. The very name prokaryote implies that the microbes are precursors to eukaryotes —organisms that do wrap their genetic material in a nucleus and do have the organelles. But not being something or not having certain features is not a scientific definition for what an organism is, Pace says. And the part about prokaryotes giving rise to eukaryotes? It’s wrong, he says. “When you read in your textbooks that eukaryotes came to be 2.7 billion years ago, it is bogus,” he said at the meeting. “The eukaryote is as old as life.” Pace’s contentious assertions are based on a tree of life compiled from comparisons of ribosomal RNA, one component of the protein-building machinery in cells. In 1977, Carl Woese of the University of Illinois at Urbana-Champaign first described three domains of life — eukaryotes, bacteria and archaea —using differences in the rRNA to determine relationships between the organisms. Woese’s genetic reclassification of life suggested not only that bacteria and archaea are distinct groups, but also that eukaryotes and archaea are more closely related than bacteria and archaea. That view is now widely accepted. For Pace, it’s not just semantics. He says it is time to put aside the outdated concept of prokaryote and use the terms that reflect the branches of the three-domain tree. “Continued use of the term prokaryote perpetuates incorrect concepts about phylogenetic organization and evolution, the very foundations of biological thought,” Pace wrote in January 2008 in Microbe magazine. But other biologists say Pace is in the minority and is himself working with old assumptions. Newer ways of comparing DNA, they say, show different relationships among the three domains, some of which support the idea that prokaryotes did give rise to eukaryotes. For practical purposes prokaryote is still useful, says William “Barny” Whitman, a microbiologist at the University of Georgia in Athens. He and Pace debate the usefulness of the term in a dialog published in the April Journal of Bacteriology. “A lot of times experimentally you can’t distinguish the archaea from bacteria,” Whitman says. “So operationally, it would be cumbersome not to have a term like prokaryote.” He is not the only prokaryote fan. “The ‘pro’ part of it is correct,” says Michael Dolan of the University of Massachusetts Amherst. Fossil evidence points to prokaryotes preceding eukaryotes in time, he says. Whitman agrees. “There is no evidence that the eukaryotes are primordial,” he says. “Most of our evidence suggests that eukaryotes are fairly modern organisms and were preceded by prokaryotes.” But Pace says fossil evidence of nuclear membranes is irrelevant in light of the genetic data. The genetic signature of eukaryotes could have existed long before the morphological trait of having a membrane around DNA, he says. “Biology bit into a bad apple,” Pace says. “The whole issue of prokaryote-eukaryote was taken as a truth when it was still just conjecture. Prokaryote was a figment of imagination that got canonized in the institution of biology rather than the question remaining open — what are those little things? That’s an interesting question. You don’t just blow it off as prokaryote.” Lumping bacteria and archaea into one group gives both short shrift and denies genetic and other fundamental differences between them, Pace says. For instance, archaea have a unique membrane chemistry and their cell walls are made from materials different from what either bacteria or plants use. And archaea use proteins similar to those found in eukaryotes to package their DNA, copy instructions from DNA into RNA and build proteins. But prokaryote supporters say Pace is doing a disservice to eukaryotes. “I think professor Pace just ignores the whole issue of the fusion of genomes that is at the heart of the evolution of eukaryotes,” Dolan says. Genomic analyses show that eukaryotes carry structural genes — needed for building a cell and its components — from bacteria, while genes involved in informational processes, such as DNA synthesis, transcription and translation, are shared with archaea, says James Lake, an evolutionary phylogenomicist at the University of California, Los Angeles. His analysis suggests that eukaryotes are the product of a fusion of a bacterium and an archaeon. “The basis for making a change to remove prokaryote from our vocabulary should be based on new information and analysis,” Lake says. And newer studies that compare sets of genes other than rRNA suggest different arrangements for the tree of life. In a study in the Dec. 23 Proceedings of the National Academy of Sciences, researchers in England built many different trees of life using several statistical methods. Most of the trees don’t look like the three-domain tree Pace favors. Instead, more trees suggest that eukaryotes arose from a branch of the archaea, called the eocytes or Crenarchaeota. Bacteria occupy their own branch. “Any discussion of the tabling of prokaryotes should be scrapped until” the origin of eukaryotes is better understood, Dolan says. But Pace says he has enough information to justify relegating prokaryote to the history books. “It’s got to go!” he says. “It’s intellectually no longer tenable.” Back Story | What's in a Tree? The evolutionary history of life is at the heart of the debate over whether to continue to use the term prokaryote (an umbrella term for the bacteria and archaea domains) or to shelve it. Different views of the origin of eukaryotes might influence the debate.
Three-domain tree This tree is built on differences in rRNA genes and establishes bacteria, archaea and eukaryotes as separate domains of life with a common root. Norman Pace favors this tree, arguing against prokaryote because eukaryotes, bacteria and archaea originated at the same time, he contends.

Many commercial vessels, especially long-haul cargo ships, spend much of their time in international waters. Nevertheless, exhaust from these ships contributes to onshore pollution: Studies have shown that about 70 percent of shipping occurs within 400 kilometers of land.To assess the amount of pollution spewed by ships, as well as pinpoint where those emissions occur, Stig Dalsøren, an atmospheric scientist at the University of Oslo in Norway, and his colleagues analyzed data gathered worldwide during 2004. In 2004, the world’s merchant fleet included almost 91,000 ships that each weigh at least 100,000 tons, Dalsøren says. To tally the emissions from those vessels, the team divided the ships into 15 categories — everything from tugboats and trawlers to cruise ships and supertankers — subdivided each category into seven weight ranges, and then estimated the emissions that each type of ship would produce while cruising at sea or while idling in port. Then, the researchers used information about the routes sailed by about 32,000 ships during 2004, including time spent in port, to determine where emissions were produced. The team reported its findings online March 24 in Atmospheric Chemistry and Physics. Together, ships worldwide burned about 217 million metric tons of fuel in 2004, about 5 percent of which was consumed while in port, Dalsøren says. Because much of that fuel was sulfur-rich diesel, emissions included more than 16 million tons of sulfur dioxide. That gas, plus the various nitrogen oxides, or NOx, gases in the engine exhaust, reacts with moisture in the air to produce acid rain. Worldwide, ships account for about 11 percent of the acid rain due to NOx emissions and about 4.5 percent of the acid rain due to sulfur dioxide emissions, the team estimates. In Singapore, the world’s most visited port, about 15 percent of the sulfur dioxide in the air comes from ships. In some coastal areas with little industrial activity but a lot of ships passing nearby, such as the northwestern coasts of North America and Scandinavia, as much as half of the acid rain there may stem from ship emissions. Ships are also responsible for considerable amounts of ground-level ozone, which is produced when sunlight stimulates chemical reactions in emissions-rich air. In some parts of western Europe, between 5 and 15 percent of the ground-level ozone comes from ship emissions. In some areas of western North America, as much as 25 percent of that pollutant can be traced back to ships, Dalsøren says. The new findings reveal “the important influence of ship emissions on air quality in busy ports,” says David Stevenson, an atmospheric scientist at the University of Edinburgh in Scotland. The research also suggests that the largest sources of emissions are container ships, the vessels most responsible for carrying large volumes of consumer goods on transoceanic routes. As land-based sources of pollutants become more regulated, pollutants in the exhaust from ships will make up a growing proportion of anthropogenic emissions. “What’s really cool about this study is that the results are converging” with data now being compiled by the International Maritime Organization, says James Corbett, a marine policy analyst at the University of Delaware in Newark. The London-based IMO, an agency within the United Nations, is responsible for improving maritime safety and preventing pollution from ships, Corbett notes. The new findings will enable scientists and policymakers to better estimate the effects of proposed regulations on various types of ships, he adds.
